During a joint Coast Guard and NCIS training exercise at sea, Gibbs and CGIS Agent Borin spot a deceased man overboard, who is discovered to be a missing crew member from a ship 60 nautical miles away. Upon boarding the ship for questioning, Gibbs finds himself on a vessel that has been commandeered by pirates.

Line Producer Frank Waldeck directed the episode, which marks his fourteenth credit for CSI; he previously helmed “Buzz Kill” earlier this season. Writing duo and Co-Executive Producers Melissa R Byer and Treena Hancock penned the episode; their eleven previous credits include season fourteen’s “Uninvited”.

Jennifer Hamilton played a choreographer in season eleven’s “All That Cremains”, and Nolan Padilla was a dancer in “Exile” during season thirteen. Michael Landes previously guest-starred on CSI (“Paper or Plastic?”) and CSI: Miami (“Money Plane”). Hugh Scott appared in “Blood, Sweat and Tears” during the first season of CSI: New York. The other actors are new to the franchise.
